Question: We often hear that a reconciliation on the Korean Peninsula is following a plan by Russia and China.

Sergey Lavrov: It is not a plan, but a roadmap that included the cessation of militant rhetoric on both sides as a first step, the start of a normal dialogue between the main parties and the signing of a peace treaty as the second step, and the launching multilateral dialogue, third, because the region’s problems are wider than just the Korean Peninsula and cover all of Northeast Asia.

The final step is the need to agree on peace and the denuclearisation of the Korean Peninsula, and also to build a system of maintaining peace and stability throughout Northeast Asia, which was actually announced by those who are directly involved now: both Koreas and the United States.

The first step – an end to the militant rhetoric – is going fairly well between them. There are occasional relapses, but on the whole it has not ruled out holding summits: an inter-Korean summit has taken place, and now the US-North Korean meeting is in the pipeline. They will also discuss the peace treaty there. The process is unfolding in the logic of the Russian-Chinese roadmap, which was also discussed yesterday by the two heads of state.
