We have gathered to exchange views on the specific details of preparations for the summit of the presidents of our countries, which will be held in Sochi on November 22.

This was very useful. We have come to terms on the key issues and will report to the President our evaluations as to how to move forward and consolidate the process known as the Astana Process, which should create some maximally favourable conditions for the Geneva process at last to acquire certain effective tools to address the objectives set by UN Security Council Resolution 2254.

Question: Have you reached any consensus on Kurdish participation in the Syrian National Armistice Congress, and when this forum can take place in Sochi?

Sergey Lavrov: We have discussed all the issues. I cannot go into detail. Our recommendations will be reported to the heads of state and they will decide on the proposals to be submitted.

Question: Have you reached new agreements on the presence of monitors from the guarantor countries in the de-escalation zone in the Idlib area?

Sergey Lavrov: Our military representatives are working on these matters. The militaries are in constant contact as part of their own preparations for the November 22 Sochi summit. The heads of the general staffs of the three countries – Russia, Turkey and Iran – will also hold a meeting, during which these issues will be discussed. 

Question: Have you discussed prospects for expanding the settlement zones or creating a fifth zone in Syria?

Sergey Lavrov: Actually, the answer is the same as the previous question. These matters are being considered by the militaries of the three countries. They are developing the agreements that will be carried out on the ground.
