Comment by the Information and Press Department on arrangements to facilitate the return of displaced persons to Myanmar

We welcome the Memorandum of Understanding reached between the Government of Myanmar, the United Nations Development Programme (UNDP) and the UN Refugee Agency (UNHCR) on facilitating the process of repatriation of Rohingya refugees to Bangladesh, which was signed on June 6 in Naypyidaw.

This document establishes the legal basis for cooperation between Myanmar authorities and the UN agencies in order to implement the prior agreements between Naypyidaw and Dhaka concerning the repatriation of displaced persons, and is aimed at facilitating the settlement of the situation in Rakhine State on the basis of recommendations of the Advisory Commission headed by the former UN Secretary-General Kofi Annan, and solving humanitarian problems in Rakhine State.

We believe the signing of the said Memorandum to be an important step that will facilitate the voluntary, safe, and dignified repatriation of the persons displaced from Rakhine State, and speed up the start of the repatriation process, especially since there have been similar cases of successful cooperation: on the basis of the agreement reached between the Government of Myanmar and the UNHCR, which was signed in 1993, a total of 230,000 refugees returned from Bangladesh to Rakhine State.
