Comment by the Information and Press Department on Washington’s “expert meeting” on the implementation of “maritime” provisions of UNSC resolutions on the DPRK

On May 3-4, the United Stated held a meeting in Washington to review the implementation of the “maritime” provisions of the UNSC resolutions on sanctions against the Democratic People's Republic of Korea.

We view this gathering as yet another attempt by the United States and its allies to replace the mandate of the Security Council and the 1718 Sanctions Committee (DPRK) with an interpretation that better suits them and to impose their own vision of implementation on these bodies’ sanctions decisions. It is also obvious that this narrow group of countries strives to coordinate its actions on the high seas in ways that would run counter to international law and fundamental principles of freedom of navigation. As such, Russia, joined by a number of other responsible states, did not take part in this event.

We already observed such practices under the Proliferation Security Initiative (PSI), whose mandate Washington is trying to apply to the implementation of the decisions by the UN Security Council and the 1718 Sanctions Committee concerning the seizure of cargoes not related to PSI. We believe it is unacceptable to loosely interpret these decisions as well as the coordinated PSI terms of reference.  

In this context, we are confused by the ongoing calls of the United States and its allies to continue to increase pressure on the DPRK given that Pyongyang is open to constructive dialogue to resolve the Korean Peninsula’s nuclear problem. This policy is highly counterproductive and could undermine the progress that has been achieved on this track lately.
