The Memorandum on cooperation between the Ministry of Foreign Affairs of the Russian Federation and the International Committee of the Red Cross on celebrating the 150th anniversary of the Saint Petersburg Declaration on discontinuation of use of explosiv

The Ministry of Foreign Affairs of the Russian Federation (hereafter, the MFA of Russia) and the International Committee of the Red Cross (hereafter, the ICRC), hereinafter referred to as “the Sides”,

desiring to confirm and promote joint cooperation,

came to the mutual understanding of the following:

1. The aim of the present Memorandum is financing of the celebration of the 150th anniversary of the Saint Petersburg Declaration on discontinuation of use of explosive and incendiary bullets during hostilities 1868 within the framework of the media project (hereafter, the Project) of the Russian information holding TASS (hereafter, TASS). The Project includes the organization of an exhibition of photographs and issuance of special publications, marking this commemorative event аnd posting the mentioned above materials on the Internet.

2. The MFA of Russia will transfer a voluntary contribution of 2 400 000 rubles to the budget of the ICRC on the agreed bank account of the Regional delegation of the ICRC for the Russian Federation, Belarus and Moldova for financing the Project.

3. The ICRC will submit until the 21st of December 2018 to the MFA of Russia the report on the work performed in the framework of implementation of the Project and also financial documents confirming the spending of the contribution of the Russian Federation for the purposes of the Project.

4. The Sides will cooperate in the implementation of the Project through the Sides’ representatives.

5. The Project content will be agreed upon by the Sides.

6. In case of unspent balance of the MFA of Russia`s financial contribution on the Project it will be transferred on the agreed bank account of the MFA of Russia unless otherwise agreed by the Sides in writing.

7. The present Memorandum will be applied upon its signature by both Sides.

8. Any disagreement, arising between the Sides, concerning the implementation of the present Memorandum, will be resolved in a friendly atmosphere through consultations.

The present Memorandum is signed in Geneva on 28 February 2018, in duplicate in Russian and English.
