On November 19, Antalya, Turkey hosted a trilateral meeting of the Foreign Minister of the Russian Federation Sergey Lavrov, the Foreign Minister of the Islamic Republic of Iran Mohammad Javad  Zarif, and the Foreign Minister of the Republic of Turkey Mevlut Cavusoglu.

The ministers exchanged views on the package of issues related to a crisis settlement in Syria. They reviewed the main trends in military-political developments in Syria in the context of an approaching final rout of the seat of international terrorism and the functioning of the de-escalation zones in the armed conflict created within the framework of the Astana Process. The parties stated that the level of violence in Syria had declined and that this made it possible for the Syrian sides to transition from armed confrontation to a political process.

The ministers called for continuing cooperative efforts within the Astana format, which contribute to the creation of conditions for stepping up the intra-Syrian talks under UN aegis in Geneva.

The ministers discussed preparations for the convocation of the Syrian National Dialogue Congress in Sochi. They noted that this initiative was aimed at restoring trust among the Syrians and transferring the settlement of all issues on the national agenda to an inclusive intra-Syrian dialogue aimed at searching for and achieving compromises in the interests of a united and strong Syria, as envisaged by UN Security Council Resolution 2254.

They also coordinated recommendations on all key issues related to organising the Syrian National Dialogue Congress, which will be reported to the presidents of Russia, Iran and Turkey in the run-up to their meeting in Sochi on November 22.
