Information on the ceasefire violations by the Ukrainian Side, August 15 through August 22, 2015

There has been an increased number of firing of the territory of Donetsk and Lugansk by the Armed Forces of Ukraine (AFU) despite the ceasefire. The outskirts of Donetsk city, Donetsk Airport, settlements Horlivka and Debaltseve have been the main areas under intense fire.

On 15-16 August, 2015 from 22.00 to 01.10 hrs. Moscow time 122 and 152 mm artillery systems shelled a residential area in the outskirts of Donetsk from the settlement Peski controlled by the AFU. Five houses were destroyed or severely damaged. A man and two women were killed and eight people injured.

On August 16-17, 2015 from 22.00 to 01.10 hrs. Moscow time settlement Telmanovo was hit by “Grad” MLRS from the settlement Novosyolovka Vtoraya where the AFU units are deployed.

As a result one civilian was killed, a kindergarten and six residential and commercial buildings were damaged.

At midnight on August 16, 2015 the AFU fired “Grad” MLRS at the settlement Krasny Partizan. Three residential buildings, school and kindergarten were partially destroyed. No casualties among civilians were detected.

On August 21, 2015 the AFU shelled Pervomaysk settlement with the artillery of over 100 mm caliber damaging social infrastructure, some segments of local gas pipeline, residential buildings, utility structures and fences of house yards.

The Russian Mission to the JCCC submitted the relevant information including photographic and video materials of the mentioned violation to the OSCE SMMU, as well as reported to the SMMU about the arrangements performed by the Russian Side facilitating the humanitarian projects in the southeast of Ukraine.

During the check of AFU depots of withdrawn heavy weapons the OSCE representatives have detected the absence of 9 towed 152 mm howitzers “Msta-B”; 24 “Grad” MLRS; 4 towed 100 mm anti-tank guns MT-12; 4 self-propelled 122 mm howitzers “Carnation”; 4 towed 152 mm guns “Giatsint”; 8 anti-tank missile systems “Shturm-S”; 5 self-propelled 152 mm howitzers “Akatsiya”.

The Russian Side in JCCC informed the OSCE SMMU about the build-up of weapons of more than 100 mm caliber near the demarcation line by the AFU: 7 “Grad” MLRS; 20 armored vehicles; 18 vehicles with ammunition and personnel; 2 tactical operational missile complexes “Tochka-U”; 3 tanks; 10 self-propelled howitzers; 2 heavy artillery weapons.

The mentioned information was verified by an OSCE SMMU unmanned aerial vehicle (UAV). The OSCE SMMU UAV is said to be subject to radio interference conducted by the AFU on August 15 while flying over Aslanovo.

The Russian Side in JCCC informed the OSCE SMMU that according to the DPR intelligence the AFU was deploying attack forces armed with heavy weapons. The Russian Side proposed to verify this information.

There are up to 178 heavy weapons in Debaltseve direction: 88 tanks; 30 artillery weapons; 42 mortars; 15 “Grad” MLRS; 3 howitzers.

In Donetsk direction the AFU has deployed 10 artillery weapons, 44 tanks and 12 “Grad” MLRS; 6 howitzers D-30.

In Horlivka direction the AFU has 11 self-propelled 122 mm and 152 mm artillery weapons.

In Luhansk direction there are 4 AFU howitzers D-30.

In Mariupol direction the AFU has 63 “Grad” MLRS; 9 self-propelled howitzers “Giatsint”; 14 self-propelled artillery weapons.

The above information confirms that the Ukrainian authorities continue to deliberately build up its heavy weapons near the contact line in defiance of the Minsk agreements, that will lead to the renewal of hostilities in the Southeast of Ukraine.
