Despite the ceasefire regime, the Armed Forces of Ukraine (AFU) continue to shell the DPR and the LPR territories, which leads to civilian casualties and destruction of social infrastructure facilities.
The Donetsk city, the Donetsk Airport, settlements Spartak, Horlivka and Debaltseve continue to be the main areas under intense fire.
There has been a number of shellings of the AFU positions conducted by their own units. In particular, on July 18, 2015, at 10:00 p.m. (GMT+3), Avdiivka Coke and Chemical Plant was shelled with mortars sited at Avdiivka. Moreover, on July 19, 2015, at 6:50 p.m. (GMT+3), the AFU units deployed near the Novoluganske settlement were shelled with artillery systems sited at the Semyhir'ya settlement.
On July 19, 2015, for the first time in a few months, representatives of the OSCE Special Monitoring Mission to Ukraine (SMMU) observed the consequences of shellings of residential areas in the center of Donetsk. The following facts have been established:
* Three 125 mm tank shell craters near a house (80/Universytets'ka st.);
* Destruction of a building caused by a direct hit with a tank shell (69/Shchorsa st.);
* Three 125 mm tank shell craters on the premises of the hospital №23 (46/Tsilynohrads'ka st.).
A 31-year-old man was killed inside a destroyed building during the shelling.
In all the cases the OSCE SMMU patrol was able to identify the direction of the fire. The shellings were conducted from the Pisky and Pervomais'ke settlements controlled by the government.
On July 21, 2015, the Zaitseve settlement was fired upon with a tank sited at the Novoluganske settlement, controlled by the AFU. The shelling has severely damaged the school №13 building. Materials regarding the shelling have been submitted by the Russian representative in the Joint Center for Control and Coordination (JCCC) to the OSCE SMMU.
Furthermore, the SMMU representatives have been informed about the plans and the work of the Russian Mission to the JCCC, aimed at ensuring safe conduct of emergency work on reconstruction of electric power facilities, water canal and Aydar pump station. The International Committee of the Red Cross personnel were
provided with additional assistance in rendering of humanitarian aid to the population of Donetsk of several settlements in Donetsk region.
Regarding the demilitarization of Shyrokyne, the AFU command still insists on setting up of the OSCE SMMU twenty-four-hour observation post in the above settlement. The OSCE SMMU representative in turn stated that the Mission is presently unable to carry out these proposals until some technical issues are resolved and security of the Mission staff is guaranteed.
The SMMU patrol, jointly with Russian representatives to the JCCC and the DPR representatives, accompanied by journalists, witnessed the withdrawal of tanks and IFV in the area of the Lozove and Novolaspa settlements.
Despite the Ukrainian statement about withdrawal of all heavy weapons, the SMMU representatives have still witnessed 4 “Grad” MLRS, 6 T-64 tanks, 12 APC (three of them equipped with ZU-23-2 anti-aircraft cannons) and 9 BMP-1 in the areas, controlled by the Ukrainian government. The SMMU UAV patrol has also detected heavy weapons concentration: 11 tanks, 31 APC and four D-30 howitzers. One tank was noted in the AFU-controlled Krasnohorivka settlement.
On July, 19, 2015, near the AFU-controlled Granitne settlement the SMMU UAV was affected by strong radio interference that blocked communication equipment and guidance control system. However, the UAV managed to record two tanks and one towed artillery piece in this area.
