There has been an increased number of the ceasefire violations by the Armed Forces of Ukraine (AFU) that lead to civilian casualties and destruction of social infrastructure facilities.
The Donetsk Airport, settlements Spartak, Shyrokyne, Horlivka and Debaltseve have been the main areas under intense fire.
On July 13, 2015, residential areas of the Zaitseve settlement were fired at with an IFV armament and a heavy machine gun sited at the Mikolaivka Druga settlement. During the firing Mr. I.Kolik (born 1953) and Mr. U.Harchenko (born 1949) were wounded. They were given first aid and taken to the Horlivka municipal hospital.
On July 14, residential areas of the Horlivka settlement were shelled from the Novgorodske settlement. During the shelling Ms. O.Omelchenko (born 1944) was killed, Mr. L.Platonov (born 1959), Mr. U.Bulin (born 1957) and Ms. K.Lunina (born 2000) got wounds of varying severity. All the wounded were taken to the Horlivka municipal hospital.
Respective materials on the mentioned shelling have been submitted by the Russian representative in the Joint Center for Control and Coordination (JCCC) to the OSCE Special Monitoring Mission to Ukraine (SMMU).
As a result of the AFU shelling on July 16, plumbing near the Mayorks settlement was damaged by a direct hit of a 122 mm shell, residents of the settlement were left without water supply.
The situation around Shyrokyne remains stable. According to the SMMU patrol, no military presence in the settlement or violations in adjacent villages were noted. Armament and ammunition, which had been left on the DPR positions, was situated in the place where it had been noted during the last inspection.
Despite the Ukrainian authorities’ statement about withdrawal of heavy weapons from the contact line, the SMMU patrol affirmed the militants’ information about 8 BM-21 “Grad” MLRS, 8 T-64 tanks and 5 military vehicles used as ammunition transporters, deployed in the areas controlled by the AFU.
During the inspection of the DPR three storage areas of withdrawn heavy weapons, the OSCE SMMU representatives noted that all heavy weapons were in their place and their registration numbers matched the numbers that had been registered earlier.
The forecited examples of the Minsk accords and ceasefire violation in Eastern Ukraine by the AFU fuel the conflict in the region.
On July 18, in order to promote peaceful settlement of the conflict, the DPR and LPR leadership proposed to withdraw from the contact line tanks and armored vehicles equipped with guns of under 100 mm caliber.
