Information on the ceasefire violations by the Ukrainian side, July 7 through July 11, 2015

The Donetsk Airport, settlements Marinka, Avdeevka and Dokuchaievsk continue to be the main areas under intense fire.

There has been an increased number of the ceasefire violations that led to civilian casualties and destruction of vital facilities.

On July 7, 2015, Telmanovo and Svobodne were shelled with 152 mm artillery systems sited at Western outskirts of the Granitne settlement. The shelling destroyed a maternity hospital and the “Katyusha” kindergarten, damaged a gas pipeline, power lines and a boiler house in Telmanovo. Two civilians were killed, 14-year-old girl was injured and three residential buildings were destroyed in Svobodne.

Furthermore, the Armed Forces of Ukraine (AFU) personnel on duty in the Joint Center for Control and Coordination (JCCC) ignored the requests from the Russian side to cease fire twice under the pretext of absence of information from the commanders of units deployed in the mentioned area. The Russian representative has informed the Organization for Security and Cooperation in Europe Special Monitoring Mission to Ukraine (OSCE SMMU) on this case.

As a result of proceedings in the case of the shelling of Dokuchaievsk on July 6, 2015, the mission of the Russian Armed Forces to the JCCC has found out that the fire was delivered with 152 mm artillery presumably from the direction of Mykolaivka. A direct hit has severely damaged the kindergarten №13 (Radhospna st.)

Photo materials on the mentioned shellings have been submitted to the OSCE Special Monitoring Mission to Ukraine.

The situation around the settlement Shyrokyne remains difficult. The measures to demilitarize the area, undertaken by the administration of the Donetsk People's Republic and the representatives of the OSCE SMMU and the JCCC, have not found proper understanding of the Ukrainian side.

The decisions on the withdrawal of the AFU units and other armed groups from the contact line have not been taken yet. Due to security concerns, an observation post of the JCCC is being set up in this settlement at the moment. The representatives of Right Sector have stated that their units have no intentions to execute a possible order of the government to withdraw their units from this settlement.

On July 9, 2015, another shelling of Dokuchaievsk was conducted from 6:10 a.m. till 7:12 a.m. (GMT+3). About 30 shots were fired from the direction of Mykolaivka presumably with a 122 mm artillery system.

During the shelling Mr. N.P.Kulik (born 1951) got a fragmentation wound in his shank and was taken to a municipal hospital.

Residential building (15/Krupskoi st.) – hit in the building surrounding grounds;

Residential building (17/Krupskoi st.) – hit in the building surrounding grounds;

Residential building (20/Krupskoi st.) – hit in the building surrounding grounds;

Residential building (8/Krupskoi st.) – hit in the building surrounding grounds;

Residential building (13/Shevchenka st.) – hit in the building surrounding grounds;

Residential building (4/Shkilna st.) – hit in the building surrounding grounds.

July 10, 2015; 7 a.m. (GMT+3) – 152 mm gun action from Eastern outskirts of the Hirnyk settlement area was recorded.

While working in the Svobodne settlement the SMMU patrol noted 15 impacts caused by 120 mm artillery fire. The fire was delivered from the West. The patrol noted three buildings, destroyed by direct hits, with fragments of bodies of an older woman and a young man in one of them.

On July 11 the residential areas of the Zaitseve settlement were shelled with 120 mm mortars from the direction of Mayorsk. During the shelling Ms. L.Serdyuchenko got a fragmentation wound. Residential building (51/ Vernads'koho st.) was partially damaged.

The forecited examples of the ceasefire violation in Eastern Ukraine by the Ukrainian Armed Forces impede the realization of peace and stability in the region.
