Press release on the Russian delegation’s participation in the 61st session of the UN Commission on Narcotic Drugs

On March 12-16, Vienna hosted the 61st session of the UN Commission on Narcotic Drugs. A Russian inter-departmental government delegation headed by Deputy Foreign Minister Oleg Syromolotov took an active part in the work of this forum whose members set forth the UN’s interstate anti-drug strategy.

The latest session made a substantial contribution to preparations for the Commission’s ministerial segment, scheduled to be held in 2019. The participants in the upcoming event are to comprehensively review the international community’s strategy to combat illegal drug trafficking.

The participants approved nine resolutions by consensus, dealing with the entire range of anti-drug issues. Acting on the initiative of the Russian Federation, they approved a resolution on protecting children from narcotic drugs, which received wide support. The approval of the draft Russian document became an important epilogue to the Year of the Family, marked by CIS countries in 2017.

A total of 12 chemical compounds were listed among substances subject to control under the Single Convention on Narcotic Drugs of 1961 and the Convention on Psychotropic Substances of 1971.

Session participants worked to further expand cooperation between the Shanghai Cooperation Organisation and the UN Office on Drugs and Crime in countering Afghan drug expansion. There was also an event, held as part of the Paris Pact Initiative that pools the efforts of 58 states and 23 international organisations in combating opiate traffic from the Islamic Republic of Afghanistan, aimed to achieve the same goal.

Members of the Russian delegation informed session participants of the results of the December 2017 international conference Parliamentarians Against Drugs, held in Moscow under the auspices of the State Duma, and also organised a corresponding exhibition.

Representatives of the Ministry of Healthcare and the Ministry of Industry and Trade of the Russian Federation shared advanced Russian know-how for dealing with drug addiction and providing access to pain-killers with session participants.

The UN Commission on Narcotic Drugs remains as relevant as ever as a key format for international anti-drug cooperation.
