Briefing by Centre for Reconciliation of Opposing Sides in Syria (April 23, 2018)

The Russian Centre for Reconciliation of Opposing Sides continues working on peaceful settlement of the conflict and stabilizing humanitarian situation in the Syrian Arab Republic.

Despite the ceasefire regime being established throughout the country, the Russian-Turkish-Iranian Coordination Centre has registered several cases of ceasefire violation in the provinces of Aleppo, Latakia, Hama, Homs, Damascus, and Daraa over the last 24 hours.

On April 22, insurgents active in Muhayam al-Yarmuq carried out mortar shelling against living quarters of al-Tadamon, al-Midan, al-Qazzaz, Zaynab, Kadem, and Dzakhera in southern area of Damascus. Two civilians were killed and fourteen ones were injured.

Situation in the Eastern Ghouta is stabilizing. Peaceful life is being recovered.

Living houses and infrastructure objects are being cleared from mines and explosive devices in Douma. Over the last 24 hours, six houses and their territories have been cleared. Ten explosive devices have been defused.

In Douma, repair brigades continue recovering water and electricity supply systems as well as roads.

Normalization of situation in other settlements and towns of the Eastern Ghouta is continued.

Representatives of the Centre explored the most important objects of social infrastructure in the area of Kafr Batna, which were to be recovered.

Eight kilometers of roads were defused in Harasta and Ayn Terma.

Due to efforts taken by the Russian Reconciliation Centre and the Syrian government, 62,119 citizens of the Eastern Ghouta have returned to their homes from camps for refugees and temporary displaced persons.

Work held by the Russian Centre and the Syrian government is aimed at de-escalation of situation in Damascus province.

The Russian Reconciliation Centre and Russian MP units started withdrawing insurgents and their families from Eastern Qalamun area via Ruheiba humanitarian corridor.

Over the last 24 hours, 1,072 insurgents and their family members have left the area. Thirty buses escorted by Syrian security service and ambulances of the Syrian Arab Red Crescent transported all of them to Kalyat al-Mudiq, Idlib de-escalation zone.

Insurgents handed 12 weapons, 7,500 munitions, 115 hand grenades, 37 radio stations, five sights, and four suicide bomber’s belts to representatives of the Russian Reconciliation Centre.

In total, 3,922 insurgents have left Eastern Qalamun since April 20.

The Russian Reconciliation Centre and Russian MP units started withdrawing insurgents and their families from Eastern Qalamun area via Ruheiba humanitarian corridor.

The Russian Centre has held a humanitarian action in Khsham, Deir ez-Zor province, and Umm al-Amad al-Kibliyah, Aleppo province. Civilians have received 890 sets with food supplies and bread. Total weight of the cargo reached 4.8 tons.

Russian military medics have provided medical assistance to 90 Syrians, including 25 children.

The reconstruction of the destroyed social infrastructure and the establishment of peaceful life in the Syrian provinces enable people to return back to their former homes.

Over the past day, 190 people have returned to Homs province, 530 – to Deir ez-Zor province (Eastern shore of the River Euphrates), and 344 – to the Eastern Ghouta.

The Russian Centre is registering the number of citizens leaving Tell Rifaat de-escalation zone for Membij, Aleppo province. Over the last 24 hours, 225 people have left the area.
