Briefing by Centre for Reconciliation of Opposing Sides in Syria (March 16, 2018)

The Russian Сenter for Reconciliation of Opposing Sides continues working on reconciliation of the opposing sides and stabilizing humanitarian situation in the Syrian Arab Republic given the UN Security Council Resolution 2401.

In general, situation in Syria stabilises. However, the Joint Coordination Centre has registered some cases of ceasefire violation in the provinces of Aleppo, Latakia and Damascus.

Amid stabilization in the Eastern Ghouta de-escalation zone, a number of radical groups carry on shelling attacks against the residential areas of Damascus and its suburbs. Over the past day, the Bab-Tuma district suffered a mortar attack. Three people were injured.

The humanitarian operation is underway in the Eastern Ghouta.

From 9 a.m. to 2 p.m. the 18th humanitarian pause was put into force under the control of the Russian Centre for Reconciliation.

People are leaving the Eastern Ghouta via humanitarian corridors. The evacuation process is broadcasted on-line by CCTV cameras and drones. The live broadcasting is available on the Russian Defence Ministry's official website.

Over the past day, 311 people, including 128 children, have left the area via the Muhayam al-Wafedin checkpoint. Since 28 February, 1056 people have left the area.

Over the past day, 5,023 people have been evacuated via the humanitarian corridor opened yesterday. It lies through the settlements of Hamouriyah, Saqba and Hazeh (south of Douma).

Since the humanitarian pauses under the auspices of the Russian Centre were introduced in the Eastern Ghouta, 17,029 people have been evacuated from the enclave.

Today, terrorists tried to undermine evacuation of people from the settlement of Hamouriyah. Several snipers attacked fleeing people with precision fire from fire positions equipped deep in the city. However, due to timely taken measures, snipers were eliminated, and people continue their way from the enclave.

The hotline of the Russian Reconciliation Centre continues receiving calls from citizens of the Eastern Ghouta.

Today, citizens of Arbil (2.5 km to the south from Douma) have expressed their will to leave the area controlled by insurgents. Illegal armed formations do not let them leave the area. Negotiations with representatives of the armed formations are underway.

In order to establish conditions to normalize humanitarian situation in Syria, the Russian Reconciliation Centre has been providing medical assistance to the population.

On March 15, representatives of the Russian Centre organized delivery of 2.9 tons of food supplies, bare necessities, and bread to citizens of Kheimat al-Daer, Aleppo province, and Kherbet al-Hamam, Homs province.

Citizens of Marrat, Deir ez-Zor province have received drinking water.

Russian military medics have provided medical assistance to 81 people, including 34 children.

Due to recovery of destroyed social infrastructure and returning of peaceful life, people have been making their way back home.

Over the last 24 hours, 415 people have returned to their homes in Deir ez-Zor province. Over the past day, 134 civilians have returned to Aleppo province from the Idlib de-escalation zone through Tell Sultan – Abu al-Duhur humanitarian corridor.
