Briefing by Centre for Reconciliation of Opposing Sides in Syria (March 7, 2018)

The Russian Centre for reconciliation of opposing sides continues settling the conflict and normalizing humanitarian situation in the Syrian Arab Republic in course of implementation of UN Security Council Resolution 2401. The Resolution regulates establishment of 30-day ceasefire regime.  

Four de-escalation zones continue operating under control of the state-guarantors as well as the Russian Reconciliation Centre and MP units.

In the province of Homs and south of Syria, the situation has been normalized. Civilian infrastructure is being recovered. Everyday life is being established.

Due to efforts taken by Russia, Turkey, and Iran, situation in Idlib is being settled. Civilians are returning to their homes in Aleppo province from the Idlib de-escalation zone. Over the last three days, 1,055 civilians have returned to Abu al-Duhur from Tell Sultan.

Under the aegis of the Eastern Territories Control Committee and under the auspices of the Russian Reconciliation Centre, social infrastructure in the province of Deir ez-Zor is being recovered. From December 4, 19,619 people returned to their homes in eastern coast of the Euphrates River.

In total, over 1,300,000 people have returned to their homes in Syria.

Situation in the Eastern Ghouta remains in tense. Over the last 24 hours, six ceasefire violations have been registered. Number of attacks against the humanitarian corridor has decreased. Sniper firing has stopped. Today, small arms firing has been conducted twice. Nobody has been wounded. 

Humanitarian operation in the Eastern Ghouta continues.

Today, from 9 a.m. to 2 p.m. the ninth humanitarian pause has been established. However, civilians could not use the humanitarian corridor in order to leave the dangerous area. Illegal armed formations continue blocking the exit.

Level of disturbance and protest activity of citizens in Misraba, Modiara, Hammuriyah, Saqba, Ayn Terma, and Jisrein has increased.

Citizens have displayed the flag of the Syrian Arab Republic over several buildings in Hammuriayh. 

Yesterday, in Douma and Arbil, a number of meetings have been organized in refugees’ concentration areas. The civilians appealed insurgents for leaving the area.

In response, the insurgents started confiscating communication means of civilians.

As a result, number of appeals made by civilians of the Eastern Ghouta on the hotline of the Russian Centre has decreased.

The Russian party demands stopping repressions of leaders of illegal armed formations of the Eastern Ghouta.

It is to be reminded that the humanitarian corridor is open not only for civilians but also for insurgents and their families. The Russian Reconciliation Centre guarantees their security, and ready to provide transport and safety through the route.

Normalization of humanitarian situation in Syria as well as providing medical of medical assistance to civilians are the priority tasks of the Russian Reconciliation Centre. 

Over the last 24 hours, representatives of the Russian Centre have organized delivering of 4.5 tons of food supplies, clothes, and bare necessities to Hama and al-Afesh, Aleppo province. 

The Centre provided assistance in delivering of drinking water to citizens of Shkham, Deir ez-Zor province.

Russian military medics have provided medical assistance to 205 Syrians.
