Briefing by Centre for Reconciliation of Opposing Sides in Syria (March 1, 2018)

Thursday, 01 March 2018 10:52

The Russian Centre for Reconciliation continues working on peaceful settlement and stabilizing humanitarian situation in Syria.

Meanwhile, there are continuing violations of ceasefire regime by insurgents in the provinces of Aleppo, Latakia, Daraa, Idlib, Hama, and the Eastern Ghouta. Over the last 24 hours, the residential quarters and suburbs of Damascus suffered 12 cases of shelling launched from the enclave: 29 mines and a missile were fired. Six people are reported to be injured and one person killed.

As it is impossible to provide security for UN scheduled humanitarian convoy, it was not sent to the settlement of Douma.

The Russian Centre for Reconciliation jointly with Syrian government and international organizations continues a humanitarian operation to provide people with exit from the Eastern Ghouta, and evacuate sick and wounded.

The third daily humanitarian pause has been established from 9 a.m. till 2 p.m. local time.

During the pause, the Ahrar al-Sham, Jaysh al-Islam and Jabhat al-Nusra three times tried to attack the humanitarian corridor from the Eastern Kharasta, western outskirts of Al-Rikhana and northern suburbs of al-Shafuniyah in the period from 10:10 a.m. till 11:30 a.m. All the attacks were successfully repelled by government troops.

At the same time, the humanitarian corridor near Muhayam al-Waffedin continues functioning. There are standby ambulance crews, medical post, hot meals point and vehicles to transport civilians to the refugee reception office in the settlement of Edduer.

People receive information through all available channels about exit routes and rules for safe leaving the danger areas via humanitarian corridor.

Mass media published hotline telephone numbers of the Russian Centre for Reconciliation in Damascus.

Over the last three days, people have failed to leave the Eastern Ghouta. Illegal armed formations have taken people hostages and do not let them leave the danger zones.

Today, dozens of men, women and children tried to leave the escalation zone near the settlement og Utayah controlled by the Jaysh al-Islam. Civilians took effort to reach positions of the government troops. However, insurgents prevented it and used violence against them.

There are also reports that so-called ‘Revolutionary Command in Damascus and province’ has spread leaflets with a message to residents of the Eastern Ghouta. Terrorists urge local people to stay in the area and threaten with ‘wartime punishment’.

There is tension growing among people which is accompanied by spontaneous unrest. Thus yesterday after the four civil activists were shot dead, local residents in response killed three militants.

It leads to further repressive measures against civilians. The hotline of the Russian Center for Reconciliation began to receive reports of demonstrative executions of those who are trying to leave the enclave.

All these actions prove that terrorists reject to comply with the Resolution 2401.

The Russian Centre for Reconciliation urges all leaders of armed formations in the Eastern Ghouta observe the ceasefire regime and enable people to leave for safe regions, and ensure safe evacuation of the sick and injured through the humanitarian corridor.
